DEPUTY FIRE CHIEF
GENERAL STATEMENT OF DUTIES: Exercises overall management of a major division
(Operations, Training, Fire Prevention, or Logistics) of the Fire Department; implements and evaluates
various programs and policies through subordinate supervisors; performs related work as required.
DISTINGUISHING FEATURES OF THE CLASS: Employees in this class are responsible for the
overall effective management and operation of one of the department s four divisions (Operations,
Training, Fire Prevention, and Logistics). As such, the employee is responsible for development and
implementation of division and department policies and procedures, establishing division goals,
developing, monitoring, and managing the division budget and overall division activities. The
incumbents manage activities and programs through subordinate Division and Battalion Chiefs, staff
officers, and civilian staff. The distinguishing feature between the Deputy and Division Chief is that the
Deputy Chief manages a division, reports directly to the Chief, and may act on behalf and manage the
department in the Chief s absence. Work is performed with considerable independence under the
general direction of the Fire Chief.
ESSENTIAL FUNCTIONS OF THE CLASS: (Illustrative Only)
Management: Manages the work of all personnel within assigned division; coordinates divisional and
departmental training and determines training needs and priorities; completes performance evaluations
for immediate subordinates and reviews performance evaluations for employees supervised through
others; recommends and follows through on necessary disciplinary action; reinforces and acknowledges
good performance; interviews promotional candidates and makes recommendation for promotions;
assists in the development of promotional examinations; ensures all division employees understand,
support, and comply with department General Orders, S.O.P., policies and procedures; advises other
division managers on performance evaluations as they relate to their division of responsibility for all
ranks below Deputy Chief; communicates department mission statement, goals, values, standards and
philosophies to employees; establishes division goals, objectives and priorities; promotes diversity
within the Fire Department; champions the recruitment and promotion of new firefighters to meet the
City s strategic initiative for diversity; reviews labor relations issues, grievances and recommends
appropriate resolutions to Fire Chief; keeps Fire Chief and all subordinates abreast of important
information; ensures that all division employees understand, support, and comply with the City s
policies; monitors divisional budgets keeping within budget constraints and department policy; develops
and presents budget objectives and data for assigned division(s); recommends, researches, drafts and
provides input on ordinances, departmental policy and S.O.P.'s; serves as department resource for
special projects or assignments; keeps abreast of trends and developments affecting fire service
management; reviews and makes recommendations for staffing, equipment, and budgetary needs.
Administration: Prepares periodic summary and/or statistical reports of division activities and project
results; maintains division records; represents the department at public hearings and administrative
meetings; acts as liaison with code enforcement and fire prevention agencies; assists Fire Chief in
specific areas of master planning; assists in development and implementation of City disaster plans;
researches division equipment purchases; writes bid specifications; orders and coordinates activities and
supplies with contractors; responds to serious field situations as necessary; prepares and reviews
speeches, conferences, news releases, correspondence, etc.; represents the Fire Department to the
